cron on ISC UNIX 2.2 has problems with EDT/EST change

Those of you running ISC UNIX 2.2 might want to check your cronlogs to 
see if your cron is submitting jobs twice since the change from EDT to EST.

Ours did.  Restarting the cron fixes the problem.
