'rn' isn't marking cross-posts (was 'Too much cross-posting?')

We have a couple of local groups here. If I cross-post from one to the other,
the problem immediately shows up there as well. Very consistent - no known
exceptions to this behavior in any groups cross-posted.

We *did* recompile news (with DOXREFS) and 'rn' - with no change. Someone
else (using an HP 9000, if memory serves me) just reported the same problem
from another site. Gremlins? :-)
